Here's a look at Seaside's top proposed developments, as decided in an all-day council workshop held May 22.

&bul; Courtyard by Marriott, a 140-room hotel, is slated for construction at 1350 Del Monte Blvd., near the Hampton Inn and M & S Home Center. The project is moving through the approval process, but still requires approval by the Coastal Commission, permits from the state Department of Fish and Game and the Army Corps of Engineers, as well as the city of Seaside. Construction could start in mid 2000 or earlier. The hotel requires 30-acre-feet of water, of which 14-acre-feet have already been granted through a conditional water permit, which basically puts the water on hold until it''s needed.

&bul; The former Bay Paper site on Canyon Del Rey Boulevard at Harcourt Street, across from City Hall, has garnered interest from restaurateurs and a developer who proposed a 140-room Residence Inn. No formal agreement has yet been granted for the site. A conditional water permit has been granted for 6-acre-feet; a restaurant would require 4-acre-feet, and the hotel would require 30-acre-feet.

&bul; On the corner of Fremont Boulevard and Broadway Avenue, the city envisions a 35,000-square-foot supermarket. Rite Aid Drugs has control of the largest of the 19 parcels at this site and had agreed to build the market in conjunction with their own project. Two feasibility studies for the supermarket site are being conducted and are due by mid June. The project requires 5.6-acre-feet of water, and a water credit of 2.64-acre-feet is expected. An additional 2.96-acre-feet would be needed.

&bul; The city is negotiating to purchase 107 acres of Fort Ord property from the Army in order to construct the Hayes Housing project. Developers Kaufman & Broad/Bakewell would build 400 homes on the site. The project requires 212.5-acre-feet of water.

&bul; The City Council has yet to select the developer who will build a resort hotel near the city-owned golf courses on Fort Ord. The proposals--one of which calls for a 400-room Marriott hotel and a second that calls for a 450-room Hilton--are being fine-tuned before appearing before the council for a vote. The projects require 132.43-acre-feet of water.

&bul; The Stilwell housing area on Fort Ord would include a 400-unit senior adult community. Friday was the closing date for developers to submit proposals for that project. The project needs 114.35-acre-feet of water.

&bul; The city Redevelopment Agency has agreed to construct a new library on a parcel of agency-owned property on Broadway Avenue and Terrace Street. The project would also include county offices and other services in the two-block area, which would be called the Community Services Center. The library would require 2.1-acre-feet; the Community Services Area would require more.

&bul; The redevelopment agency has received a matching grants totaling $650,000 for property acquisition and preliminary studies on a transit center for Del Monte and Canyon Del Rey Boulevards. Before the project moves forward, however, city officials say a market study should be completed to determine the benefits to the city. A restaurant planned for the center would need 3-acre-feet of water. A conditional permit has already been obtained.

&bul; Several proposals have been submitted for a retail center, a large discount store and a medical mall on a six-acre parcel that stretches down Del Monte Boulevard from Playa Avenue to Fremont Boulevard. The project would require 4.10-acre-feet of water. Water credits are projected to be about 4.03-acre-feet.
