Drawing Boundaries

Last October, when the county Supervisors adopted a redistricting plan opposed by Latino activists demanding representation on the board, Supervisor Sam Karas said the plan would not withstand a court challenge. "Anyone," he said, "who thinks we will not lose in court has rocks in his head."
