On the heels of last week's tragic car accident that killed five Salinas High School students, a hard look at reducing congestion and improving safety on Highway 68 couldn't be more timely. While commuters look to the state to solve the road's traffic problems, Caltrans officials this week are saying that improvements may have to come from the drivers themselves.
