New plan to govern Fort Ord criticized by city and business leaders.

The long-awaited draft of a new plan for the governance of Fort Ord was unveiled last week, only to be roundly criticized by local business people as coming too late, and by the mayors of Salinas and Pacific Grove as not being inclusive of the entire county.
