Monterey's new ban on solicitations at a city park raises civil rights questions.

Monterey is not the first city to take action to stop aggressive panhandling and it probably will not be the last to have its ordinance questioned by civil rights activists. By voting to ban all forms of solicitation in and on the sidewalks surrounding Scholze Park, the city council this month stepped into a complicated free-speech discussion not at the forefront of many cities.
