From a hilltop overlooking the area south of Imjin Road, the scene looks like another of the many for which Monterey County is famous. Flowers bloom and animals frolic in the sand dunes and beach grass, against the panoramic backdrop of the Sierra Salinas. But beneath this postcard-like setting lies what may be one of the most serious environmental problems in Central California.
