Sanctuary officials say they're helpless to combat small spills.

While federal and state agencies have sophisticated plans in place to respond to major oil and fuel spills in the Monterey Bay National Marine Sanctuary, the growing number of small spills has officials and citizens concerned about present efforts to protect the Sanctuary.
