Salinas homicides are up--but not to the extent of other California cities.

Salinas set a gloomy record in 1994. Homicides total 24 to date, up from 17 in 1992 and 15 in 1993--a 62.5 percent increase. "Salinas is part of the overall picture of America," says Salinas Police CHief Dan Nelson.
