Twenty Santa Cruz-area college students charged with "willfully and maliciously obstructing a highway" and "failure to disburse" during a protest at the site of new prison construction in Soledad on May 18 allege that one of their planning meetings was "penetrated" by at least one California Highway Patrol (CHP) Officer.
