When the dust finally settled on the primary elections for state assembly this week, Democrat Bill Monning had emerged as the clear challenger to incumbent Republican Bruce McPherson in the 27th District, and California Coastal Commissioner and Democrat Lily Cervantes topped a slate of three other Democratic contenders to compete against Tres Pinos rancher and Republican Peter Frusetta in the 28th.
