Lack of enforcement dollars still hampers Sanctuary efforts.

While officials for the National Oceanic and Atmospheric Administration (NOAA) say they are poised to begin enforcing the two-year-old Monterey Bay National Marine Sanctuary's regulations, a shortage of funding means federal officials are still relying on private citizens to help net Sanctuary violators.
