Dollar shortage stymies solutions to Highway 68 congestion.

When Highway 68 became the only conduit off the Peninsula during the floods, four-hour delays made the traffic congestion problem commuters and residents face daily painfully obvious. Many residents want to put the breaks on further development until a solution is found.
