Leslie White looks out a window of his Fort Ord Reuse Authority (FORA) office on the old Fort Ord campus, for the first time and likes what he sees. Rolling, plant-covered dunes, underlined by the highway, rest before a fat slice of ocean, seagulls, and sky.
