Monterey County has been to slow to retrofit quake-prone buildings.

Despite Monterey County's experience with the 1989 Loma Prieta quake, shoring up quake-prone buildings doesn't appear to be a priority. Roughly 200 buildings in Monterey County currently fail to meet structural standards imposed by laws which have been on the books for nine years.
