Tourism in MOnterey, long touted as the bayside city's cash cow, has--according to figures compiled by the Monterey Bay Aquarium--been steadily decreasing since 1991, prompting a flurry of activity from hospitality industry pundits searching for ways to boost Monterey's number-one money maker.
