"Cast your bread upon the waters, for after many days you will find it again," says the book of Ecclesiastes. that's a bit of prescient advice Monterey Peninsula voters may want to keep in mind when they go to the polls on Nov. 7 to decide whether to cast their vote for or against ballot Measure C--the proposed construction of the New Los Padres Dam on the Carmel River.
