Water board elections focus on district's viability.

How do you mount an effective political campaign for elected office for an agency you're convinced has outlived its usefulness? That's the dilemma confronting candidates for seats on the board of the Monterey Peninsula Water Management District (MPWMD), all of whom acknowledge that the future of the water district--and the viability of their own candidacies--will depend largely on whether voters approve construction of the New Los Padres Dam on Nov. 7.
