As far as cities go, Monterey is in an enviable position. In addition to a record tourist season, the city's $50 million budget and a record high collection of Transient Occupancy Taxes (TOTs)--up 14 percent from last year with the June 30 total coming in well over $10 million--clearly indicate that this is a community in peak form.
