The Little City That Could

With burgeoning retail sales and a population of just 200, Sand City has clearly hit the big time.

A recent meeting of the Sand City Council began with an invocation from a local minister who said, "Because this city believes in God, great things are happening here." And yes, one could argue that Sand City's transformation from the Monterey Peninsula's favorite garbage dump to a major regional retail center is nothing short of miraculous.
