Although national attention has focused on California's passage of the medical marijuana and the civil rights initiatives, for city and county officials here in Monterey County and throughout the state, Prop. 218--the so-called Right to Vote on Taxes Initiative, is the one ballot measure that could have the most far-reaching impact on California residents.
