Could better promotion have saved the Sanctuary a license plate?

It may have been Herman Melville's famous tale of a whale that first pointed out the risks of challenging a leviathan of the deep, but it's a whale's tail of a different sort that has area supporters of the Monterey Bay National Marine Sanctuary wondering what went wrong with the local campaign to fund Sanctuary education programs through the sale of "sea otter" license plates.
