After four years of planning and a year of construction, the California Department of Fish and Game's Office of Oil Spill and Response (OSPR) this week opened its Oiled Wildlife Veterinary Care and Research Center, as mandated from state legislation in 1991 largely in response to the Exxon Valdez spill.
