Ed Leeper's work is evocative, but is it art?

Perched on a ridge between Palo Colorado and Garrapata canyons, about 2,000 feet above the Pacific, is a one-acre patch that is as close to Paradise as it is to the sky. This mountain top homestead of fruit trees and grapevines is home to the Military Police Sub Station Gallery, and it's home to Ed Leeper, artist.
