Arresting Development

The Coastal Initiative

If voters pass it, the Coastal Initiative would place several restrictions on commercial development within Monterey's coastal zone. Here they are:

-- Gambling, other than the state lottery, would be prohibited.

-- Underground basements or parking structures would be prohibited.

-- No new piers or wharves could be built, and existing piers and wharves could be expanded by no more than 10 percent.

-- New structures east of Wharf 2 would be allowed only for public recreation, coastal access, or commercial fishing. The fish processing warehouse would be preserved for fishing or marine-related uses.

-- Areas zoned for open space (parks, Window-on-the-Bay) would remain so.

-- Commercial and mixed commercial/residential structures could not exceed 50 percent of lot coverage and could not exceed 35 feet in height. No variances would be allowed.

-- Only those Cannery-era buildings standing within five years of the initiative''s passing could be rebuilt.

-- Structures 50 years or older could not be destroyed, demolished, or significantly altered without review of the city''s Historic Preservation and the Planning commissions.
