State releases Coastal Water Project EIR.

On Nov. 4, the California Public Utilities Commission released the Final Environmental Impact Report for California American Water Co.’s proposed Coastal Water Project in Monterey County.

The CWP proposes a desalination facility that would include a seawater intake, desal plant, brine discharge system, new pipelines and a storage and recovery system in the Seaside Aquifer.  The desalinated water would then be delivered to Cal Am's customers on the Peninsula.
 
The EIR analyzes three alternative projects: a desalination plant at Moss Landing; a desalination plant at North Marina; and Phase 1 of a broader Regional Project with a desalination plant located at North Marina, along with a no-project alternative. The Peninsula needs a new water supply, particularly in light of the state water board's cease-and-desist order constraining pumping from the Seaside Aquifer and Carmel River.

A judge is expected to issue a proposed decision on the EIR's certification later this month.
