Drawing the Lines

Citizens Redistricting Commission selected.

A Central Coast man, Vincent Barabba, a Capitola Republican was one of eight Californians selected Nov 18 to draw new state legislative districts based on the 2010 census. Barabba is the founder of Marketing Insights, a Palo Alto internet firm that tracks consumer preferences. 

In 2008, voters took away the power of legislators to create their own district boundaries, and gave the task  to a citizen's commission when they approved Prop 11. Proponents of the measure argued that ordinary citizens would create more competitive districts than legislators, who they said  had long divvied up the state into assembly and senate districts that were either safe for Democrats or Republicans. A second initiative passed in Nov. broadened the commission's job to also  include drawing congressional districts.

State Auditor Eileen Howle selected three Democrats, three Republicans, and two Decline to State voters at random from a pool of qualified applicants. Six additional commissioners will be selected by the end of the year.
