The smoking ban was not an attempt to marginalize the homeless or transient youth and move them to the edges of Monterey. For the majority involved in seeking a solution the tipping point was not 'dirty folks' but the increased violence and property damage.
This article did not cover the months of more inconspicuous attempts to solve the issue as well as the attempts to appeal to those more directly at fault and explain to them the issues. Less heavy handed attempts to solve this problem have been tried and failed.
I am under no illusion that this is the perfect solution. Perhaps it will be a catalyst for discussion and lead to a more long term solution. Something had to be done but it doesn't mean it has to be the last thing done.
