Artistic talents should be cultivated first privately at home or after-school training centers and then if the kid is really talented, he can go to special art schools to get professional training. This is the best way to save public funds. You simply cannot expect every kid to be artistically talented.
The education system of this country needs restructuring.

I like Mexican culture. I have been to Mexico twice and I dance ballet folklorico. But I cannot tolerate my neighbors blasting mariachi so loud that my house floor viberates. Such things sometimes happen late at night, past 10pm. And when there is a party, not only the music is loud, the guests also shouts and make that artistic Mariachi laughter. Oh my God. Who can stop them?
