Well, Granny, seems you and I are the only ones on this conversation, OK with me. Last post of the day, going to have a Bourbon, watch the Giants and probably fall asleep.
I sincerely hope some very wise water person can come on line and explain the Cal Am plan to me; I am lost. I am not an attorney so I am most likely missing something in my reading of claims and agreements, but I can read.
I went on-line once again to two sources, the Monterey County Water Resource Agency to understand the whole Zone thing and recycled water and the PUC again to understand the "new" three legged plan for water on the Peninsula.
Make no attempt to explain the County zones, I will not live long enough to understand that, suffice it to say I think Zone 2C is important, Marina Coast and the Army are in it; good enough for me.
The Marina Coast Annexation Agreement for Cemex (was Lonestar), Armstrong, etc. and the establishment of the recycled water agreements are on line at the County starting with Reel 3404, Page 750. What a read...Would someone please explain to me how Marina Coast Water District does not control the water rights in the north Marina area? It appears the farmers in the Salinas Valley control the recycled water to the tune of the first 19,500 acre feet and Pollution Control has 766 acre feet, I am uncertain whether MCWD controls that as well.
The future of my water on the Peninsula seems to be predicated on winter recharge from the river, which this year would have been zero, recycled water treatment and injection into an aquifer, of which Pollution Control does not control the rights (has anyone bothered to ask the farmers if this is OK?) and a smaller Desal which requires a handful of lawsuits to initiate. Please tell me I am wrong!!!!!!!
I sincerely hope I am missing something here and the officials overseeing our welfare have wisdom I do not possess. If I am not wrong I have two thoughts, if these guys had been planning DDay instead of Ike I would have landed on the shores of Scotland and bombed sheep, and if the Pebble Beach Company buys off on this plan and uses the advertising slogan "from toilet to water glass" for their $1,000 per night guests, I want royalty payments.
I am somewhat inept at posting comments, this is the first time I have ever felt compelled to write on an issue and somehow my last writing did not make it on-line but is in comments. Can the Weekly help me get it on-line or do I need to re-write it?
