If it's true that "money makes the world go round," then the lack thereof should bring the world to a grinding halt.
That at least is the conclusion of the 1997 Monterey County Civil Grand Jury, which has determined in its mid-year final report that more than $856 million will be needed for county road construction and improvement to meet the impacts of projected Fort Ord development to the year 2015.
